Tilaajalla tarkoitetaan tässä tarjouspyynnössä kahta yhtiötä: KSS Verkko Oy ja Kymenlaakson Sähköverkko Oy. Kumpikin yhtiö tekee erillisen sopimuksen valitun Toimittajan kanssa. Kummankin sopimuksen pituus on 3 vuotta, jonka jälkeen sopimusta on mahdollista jatkaa 3 vuoden optiokaudella. Kumpikin yhtiö päättää optiokauden käytöstä itsenäisesti.
