Stichting IMN past de Europese openbare aanbestedingsprocedure toe conform de Aanbestedingswet 2012. In 117 rayons is eerder dit jaar door een onderhandelingsprocedure een Bergingsovereenkomst 2026 - 2031 tot stand gekomen. De nu voorliggende aanbesteding heeft betrekking op de 99 rayons waarin nog geen bergingsovereenkomst werd gesloten. De rayons waar het om gaat zijn opgesomd in de Rayonlijst 2
