Mjelstad (referred to as BIR) shall, in connection with the expansion of the landfill site, procure a new treatment facility for ladder water arising as a result of precipitation at the landfill. BIR shall ensure that the area and building is established where the treatment plant shall be constructed. Tenderers of the treatment plant must be responsible
