Gegenstand dieser Ausschreibung ist der Abschluss eines Rahmenvertrags für Mobilfunkkommunikation. Zurzeit verwaltet der Oberbergische Kreis in der Hauptverwaltung ungefähr 500 Mobilfunkverträge. Alle Verträge liegen derzeit bei der Telekom Deutschland GmbH und laufen nach und nach, spätestens jedoch bis zum 20.01.2028 aus.
