TAUSTAA Kiinteistö Oy Paloheinän Palvelukeskus (jäljempänä "Hankintayksikkö") hallinnoi ja ylläpitää osoitteessa Paloheinäntie 22, 00670 Helsinki kiinteistöä, jossa toimivassa Paloheinän palvelukeskuksessa sijaitsevat mm. Paloheinäin terveyskeskus, neuvola, hammashoitola sekä Paloheinän kirjasto. Kiinteistössä on todettu akuutteja korjaustarpeita, joiden osalta käynnissä on saneerauksen tarveselvi
